A conference was held to discuss about how to solve the difficulties of rescuing North Korean refugees.
In China it is prohibited to rescue North Korean refugees because North Korean refugees are not considered "refugees" but "illegal economic immigrants".
I think Korean diplomatic power is not strong enough to stand up against Chinese government, because Korean Embassy in China is not active in rescuing North Korean refugees.
All the North Korean refugees have to go to Thailand via China, Vietnam, and Laos, because Thai government is cooperative with Korean Embassy regarding North Korean refugees.
